This is done by giving a + voltage and 0 voltage with a controller box. Various controller boxes can do this, and give various patterns. . You can also make your own flasher boxes with some circuitry, however we recommend you buy a off the shelf unit. Making your own will be complicated and consist of various: Resistors, Capacitors and Transistors. With a little search on google you can get diagrams to make your own.
